Well we are in a TW house and Marc told us that if we replaced our ceiling light with multiple spotlights had extra light switches put in etc (re-wiring )with an outside electrician it would void the warranty for the electrics in that room. (As the points / light points wouldn't have been on the original house plan) don't know what type of towel rail you are wanting and what work it would involve but I know in ours we have a gas plumbed radiator and we wanted to get a dual fuel towel rail /radiator instead but it would mean messing with electrics because we don't have any sockets in the en suite at present.

I'm no expert but I can't see how swapping a radiator for a towel rail will effect warrant.
Heating systems are designed to expect a certain amount of load so as long as it's with spec of the boiler (any plumber will be able to tell you) it should be fine.
As for electrical work. Yes I can maybe see adding extra switches could void the warrenty for that room as its adding extra connection points (same as adding an extra radiator rather than replacing one). But changing to spot lights. Again as long as your not over loading the system and the lights are fitted in accordance to reg's you should be fine. And again if your in doubt get a qualified electrician to carry out the work.
As I say I'm not an expert in builders warranty but I wouldn't think twice to swapping a radiator or adding spot lights to my own home.
