I received an email today from Councillor Hughes with the revised master plan attached. I have uploaded a copy here FYI.
I think it's good and responsive that Darren has sent this email, he did promise to a number of us who requested on the forum.
I've asked the following questions in response. I'll post back here with any answers I receive.
1. There doesn’t appear to be any extended car parking for the Sheffield University AMRC on the revised plan. As you know the extent of overflowing cars from the AMRC is very concerning, as is the nature of driving from some of those vehicles attending the AMRC up and down Stephenson way. You’ve mentioned on the forum that you have raised this topic as a concern within the council and with planning. Can you please advise what actions are / will be taken?
2. Access to the AMRC looks like it has some form of line across the three roads leading to its entrance (Stephenson Way, Lescar Road and New Road from additional Roundabout). Can you confirm what these lines represent? Are they gates, access barriers, speed bumps?
3. There doesn’t appear to be any change in design to manage traffic flow from the Winter Green round about in to the development, in fact the proposed design encourages more traffic. It is already problematic with traffic flow along Stephenson Way with attendees at AMRC. The main access route to the new Employment buildings and new conference centre is via Stephenson Way. This makes me very concerned about traffic volume along a road that is already highly residential. I don’t live on Stephenson Way but if I did I would be very concerned about my children leaving the home and crossing the road. Also access in and out of Waverley will be congested for residents at the Stephenson Way end. This will cause further congestion at the Highfield Lane entry/exit. I can also see a scenario where if Highfield Spring becomes heavy traffic, Highfield Lane and Bradfield Way will turn in to a very busy rat run to get access to the AMRC and the new commercial buildings.
4. On a similar concern to the above point I am very concerned about access to public transport routes for my children. The only way they can walk to the nearby bus stops which are located next to the AMP on Highfield Spring would be to cross Stephenson Way.
5. How many dwellings will reside in the residential block adjacent to the employment buildings and will that residential block have sufficient car parking spaces? Or will the residents be tempted to park on Stephenson Way and exacerbate a compounding problem of traffic volume and danger to residents / children crossing the road to access the commercial centre of public transport links?
6. I can’t see the new roundabout access helping other than access to the hotel and office space at that end of the development. There is heavy traffic flow down High Field Spring roundabout and there won’t be an obvious way for traffic travelling down the hill toward Morrisons to turn right against the traffic in to that entry point. From the plans and layout the design encourages the majority of traffic volume to enter via the Winter Green roundabout or using the potentially hazardous rat run of Highfield Lane and Bradfield Way. This is particularly concerning since Bradfield Way runs through the heart of the development with many families and children AND it is already a stretch of road where vehicles have been known to speed excessively down.
7. In short I would suggest the ideal and only vehicular access route in to the commercial centre, and in fact in to the AMRC, would be via Highfield Spring or at the very worst case Mitchell Way in order to prevent any traffic flow along Stephenson Way.
8. Finally I would also suggest consideration for pedestrians, especially children, having the ability to access the public transport links along Highfield Spring without having to negotiate heavy traffic flow between.
